It has been 30 years since I have been salmon fishing. Then it was just outside of a harbor so I can't really answer your question. Unless the temperature of the water changes at that depth or the fish that they feed on move radically, I would not expect the surface winds to affect them.
In the coming weeks I will be fishing 12-15 feet down in 20-30 feet of water and sometimes higher up. I will be fishing for panfish and northern pike so my situation is much different. When the winds are high for me, I wait for it to abate in the evening or early morning.
